2030 OCARTS Plan
Planning for 2030
The 2030 Oklahoma City Area Regional Transportation Study (OCARTS) Plan was approved by the Metropolitan Planning Organization (MPO) on Aug. 18, 2005. This page includes reports, maps and databases that document the adopted plan. Currently (Jan. 2006), the MPO is developing an executive summary, the 2030 OCARTS Plan brochure, a more detailed plan report and a technical supplement to the Plan.

Environmental Justice Analysis Report - A requirement of the Transportation Equity Act for the 21st Century (TEA-21) is that regional transportation plans be consistent with Title VI of the Civil Rights Act of 1964. Specifically, regional planning projects should ensure the fair treatment and meaningful involvement of all people, and that transportation projects should not have a disproportionately negative impact on minority or low-income populations. This document (PDF) showcases anaylsis of the 2030 OCARTS Plan based on environmental justice principles.

2000 OCARTS Area Map - This is a PDF file showcasing the 2000 Oklahoma City Area Regional Transportation Study Area. The year 2000 is the base year for the 2030 OCARTS Plan (Uploaded Oct. 27, 2004).
Transportation Survey - A survey conducted in fall 2004 on transportation issues in Central Oklahoma provided useful information for the metro-region's long range transportation plan, known as the 2030 Oklahoma City Area Regional Transportation Study (OCARTS) plan. Input from the survey suggests ways to improve auto, bus, pedestrian, truck, rail and bicycle travel for the next two decades. It also helps define the most acceptable means of financing transportation improvements as well as gauge the level of public interest in improving alternative transportation modes (Uploaded Jan. 13, 2005).
