Long-Range Planning: What is a Metropolitan Transportation Plan?

As the Metropolitan Planning Organization (MPO) ACOG produces a new Metropolitan Transportation Plan (MTP) every five years that creates a long-term vision of our regional transportation system.

Each ACOG MTP (Encompass) looks 25 years into the future to guide Central Oklahoma’s transportation dollars.  It functions as a responsible guide for maintaining and improving the current transportation system in the region and identifies priority transportation projects and investments.

The MTP is developed in coordination with member communities, the Central Oklahoma Transportation and Parking Authority (COTPA), City of Norman Transit, the Oklahoma Department of Transportation, the Oklahoma Turnpike Authority, Federal Highway Administration, Federal Transit Administration, and numerous stakeholders.

The draft plan summary of Encompass 2045, the most recent MTP, was made available for public review from October 11 to November 12, 2021. At its November 18, 2021 meeting, the ACOG MPO Policy Committee approved the financially constrained Encompass 2045 Metropolitan Transportation Plan.
