What is Congestion Management?

Congestion Management is the application of strategies to improve transportation system performance and reliability by reducing congestion’s adverse effects on the movement of people and goods. A well-managed transportation system enhances mobility, economic growth, and quality of life.

Purpose of the CMP

The CMP is designed to develop and implement strategies to manage and reduce congestion throughout the transportation system. By taking a data-driven approach, the CMP identifies solutions that enhance efficiency, improve safety, and support long-term regional growth.

The CMP Process

The Congestion Management Process is an ongoing, systematic method of identifying congestion challenges and developing solutions. It provides accurate, up-to-date information on transportation system performance and evaluates alternative strategies to address congestion-related issues.

The CMP is an integral part of ACOG transportation planning efforts and plays a key role in project selection for the Long-Range Transportation Plan (LRTP) and Transportation Improvement Program (TIP).

Federal Requirements

As a federally mandated process, all metropolitan areas with populations exceeding 200,000 are required to develop a Congestion Management Process. ACOG follows an 8-Step Process/Model to ensure compliance and effectiveness.

CMP Goals

ACOG evaluates its CMP through performance-based measures aligned with five national transportation goals:
Safety – Enhancing roadway safety for all users
Infrastructure Condition – Maintaining a state of good repair for transportation assets
Congestion Reduction – Reducing travel delays and improving efficiency
System Reliability – Enhancing consistency in travel times
Freight Movement & Economic Vitality – Supporting the efficient movement of goods and regional economic growth
