Reporter Kirsten McIntyre interviewed 9-1-1 Director Steve Willoughby about the progress of the system and how it has transitioned from landline phones to mobile. The interview was prompted by News9 in response to a domestic disturbance in which a woman called 9-1-1 on her cellphone. Unable to talk, as she was being assaulted by her ex-boyfriend, dispatchers in Midwest City were able to locate her through Phase 2 technology, which was implemented in Central Oklahoma in 2006.
